Since apparently the red headed bastard, West Ashcan falls below the real estate developers projections, Joe's puppets at Chucktown water (not really a City of Charleston monopoly) are askin' Jim Clyburn for $16Million to dig a hole for more sewage to grace the James Island archipeligo's eastern bit at Plum Island.
